A State Department inspector general's report faults former Secretary of State Hillary Clinton for not complying with policies for email preservation, according to a copy of the report obtained by CNN.
"At a minimum, Secretary Clinton should have surrendered all emails dealing with department business before leaving government service and, because she did not do so, she did not comply with the department's policies that were implemented in accordance with the Federal Records Act," said the report, which was provided to lawmakers.
It also said the actions of several other secretaries of state were reviewed, and inconsistencies were found.
